ICW Combat Cold Weather Gortex Boot Insert/Bootie 

The Intermediate Cold/Wet (ICW) Boot with GORE-TEX Fabric (WATERPROOF ONLY THE BOOT IS WATERPROOF NOT THE INSERT/BOOTIE), has been the U.S. Army standard issue for soldiers stationed in cold weather regions since 1992.

They are aprox 8" tall with two straps of the female side of hook & loop.  See photos 3, 4 & 5. 

 This is the bootie that can go inside your boot to give you additional insulation from the cold.   NOT WATERPROOF ONLY THE BOOT IS! There is a reason I must say this.
